Topical versus oral delivery modes can matter in some contexts, but not all. It all depends on phase I metabolism and drug redistribution. For example, with green tea extract, the catechins applied topically have some evidence in vitro to demonstrate hair growth-promoting effects. However, if taken orally, those catechins get converted into other substances via the liver that don’t appear to have an effect on hair parameters when redistributed.

If it has to go through the liver before the hormones are affected then The skin seems like the long way round. The study where they applied a conditioner also had other things the might help the hair like biotin. I wonder if it was more a test for a product so they could sell it. I think the study in mice was a shot. Also there was a study where people ate the sulfuraphane. It seems 50g of broccoli spouts wasn’t enough to help.
